Cree Offshore Agreement Referendum On June 29 2009, the Negotiator for the Grand Council of the Crees (Eeyou Istchee), Roderick Pachano, the Negotiator for Canada, Guylaine Ross, and the Negotiator for Nunavut, William Mackay, initialled a proposed Agreement between the Crees of Eeyou Istchee and Her Majesty the Queen in Right of Canada concerning the Eeyou Marine Region (the “Agreement”).
