G. Daniel Caron

A Federal public servant throughout his career, G. Daniel Caron has held several diplomatic positions, from consul to Canadian ambassador. Before joining the Department of Foreign Affairs, he was with the Department of Fisheries and Oceans, starting there as an economist in Halifax.

After the border decision of 1992 concerning the Islands of Saint-Pierre and Miquelon, he participated in the Canada-France negotiations concerning the future arrangements in the new cross-border area. Then Regional Director of Fisheries Management for the Quebec Region, Caron was responsible for the development and implementation of the response to R. v. Marshall by the Supreme Court of Canada in 1999, a historic judgment recognizing the aboriginal rights in maritime fisheries. He regrets that the Supreme Court had to intervene to ensure the respect for these rights and, he believes that, even today, our respective institutions are not adapted to the modern context of our relations.

He believes that our common future rests on our ability to progress towards what we can do together, step by step, with the vision of respecting the distinct approaches of Cree governance. He takes as examples the 2010 Eeyou Marine Region Land Claims Agreement as well as the recent 2017 Canada-Cree Agreement on local and regional governance. He was appointed a member of EMRWB in 2019.

Daniel Caron graduated from the Faculty of Social Sciences at Laval University (economics) and obtained a Postgraduate Diploma from the Faculty of Philosophy at Saint Paul University (public ethics).
